The Department of Finance and Administration for Office Motor Vehicle, DFA OMV, seeks to utilize an annual subscription that allows the Office Motor Vehicle to obtain research on reports for vehicle titles. This is necessary when questions arise as to the validity and branding on out of state titles, repossessed vehicle titles, court ordered vehicle titles, and bonded titles. The DFA seeks to utilize a national database that provides access to Vehicle Identification Number (VIN) data and vehicle history information including title history, sourced from state motor vehicle agencies, insurance companies, and salvage yards to prevent vehicle fraud and support consumer protection efforts. The function for the use of a national database is to help deter and prevent title fraud and other crimes and assist consumers in making informed decisions when buying used vehicles. There are currently ten (10) users across eight (8) offices that query and review information daily. It is estimated that DFA conducts research on over 10,000 records per year. DFA anticipates this number to continue to grow. The Department has been using annual online subscriptions to receive Vehicle History and Research Reports. This service is necessary when questions arise as to the validity and branding process on out of state titles, repossessed vehicle titles, court ordered vehicle titles, and bonded title vehicles. This service helps the Department to pick up brands that would otherwise be washed through processes. In each of the cases, the State issues a title without another being turned in and the State would not know which state to ask to check. These reports check all 50 states and show if the vehicle is branded somewhere else. Employees of the Department research pertinent data to ensure authenticity when titles are printed.
