The following scope of service outlines the requirements for compost testing as a term contract (TC). The City of Hot Springs will consider proposals that meet the specified standards or are of equal quality. The City staff will be responsible for collecting the necessary samples, completing a Chain of Custody form, and delivering the samples once or twice a month. The City staff will deliver the samples for testing and will provide advance notice if the lab requests. The Chain of Custody form shall shall be provided by the Vendor. Testing of the samples shall be conducted in accordance with the Code of Federal Regulations 40 CFR and any associated protocols. Samples shall be tested expeditiously, and test results should be emailed immediately to the contact specified on the Chain of Custody form. Please provide a price per test. The price should include sample containers, transport vessels, and Chain of Custody forms. COMPOST METALS TESTING Test required on each Compost Windrow, including samples range from five (5) to twelve (12) per month. Samples are submitted twice a month or as needed: Arsenic Cadmium Chromium Copper Lead Molybdenum Nickel Selenium Zinc Mercury Total Nitrogen – TKN Plus Nitrate, Nitrite, as N Metals digestion (per sample) Mercury digestion (per sample) COMPOST PATHOGEN Test required on each Compost Windrow, including samples range from five (5) to twelve (12) per month. Samples are submitted twice a month or as needed. Shall be tested by the methods shown below. Other methods will not be accepted: Salmonella – SM9260D Soluble Salts – Electrical Conductivity, NCR Publication 221, Method 14, or EPA 9050A Fecal Coliform – SM9921E, SM9222D, or SM9223B ANNUAL STORMWATER TESING FOR COMPOST Testing is done to be sure contaminants are not entering local water sources. Test required annually: Total Lead Total Iron Total Zinc Phosphorus Nitrate + Nitrite as N Metals Digestion (per sample) The City will issue a purchase order as needed on the required dates.
