Specifications include, but are not limited to: A. The organization must engage Little Rock residents aged thirteen (13) through thirty (30) with resources and opportunities that specifically address issues that commonly lead to negative decision-making and behavior. The resulting strategy/operations plan is to be shared with the Department of Community Programs for continued services as desired.; B. The organization shall use documented evidence-based and/or promising practices in its prevention and intervention strategy.; C. The organization shall confer and consult with the City of Little Rock Department of Community Programs (DCP), Little Rock Police Department (LRPD) Staff, Little Rock schools, Little Rock Neighborhood Associations to discuss and develop effective strategies to increase public safety and curb violence.; D. The organization shall develop a comprehensive prevention and intervention strategy that engages and utilizes current PIT Program providers as well as other youth development coordinators, community leaders, and activists.; E. The organization shall develop and maintain partnership agreements with organizations who provide the following services and resources: 1. access to social service ; 2. education and employment opportunities; 3. PIT program providers; 4. other related services used by youth and young adults; F. The organization shall create and manage an on-call “Crisis Intervention Team for Youth” (CITY Corp) to assist with community intervention efforts, increase public safety, and curb violence.; G. The organization must employ a team of on-call Community Interveners who will be primarily responsible to assist with the accomplishment of the following: 1. Identify city “hot spots” using community provided intelligence and LRPD violent crime data, then work to increase public safety and curb violence in those areas without compromising the safety or confidentiality of the individuals identified within the parameters of the target population as described in this bid.; 2. Engage and document a minimum of 100 youth and young adults (participants) aged 13 to 30 years-old who reside in Little Rock Wards 1,2,6, or 7, City “Hot Spots” as designated by the Little Rock Police Department, or in a qualified census tract. Participants must meet a minimum of four (4) of the following risk factors: a. Shows signs of family instability; b. Exhibits emotional/behavioral problems; c. Involved in or has a relative involved in the criminal justice system (current or previous)
