Specifications include, but are not limited to: 1. The provision of Equipment Services to be performed under this Agreement shall be commenced effective upon the issuance of the Notice to Proceed, and shall be substantially completed no later than the 15th day of September, 2013. For purposes of final billing, contract close out and other document processing, the final completion date of this Agreement shall be the 15th day of October, 2013, unless modified by Change Order. 2. The Supplier shall perform provision of all equipment services required by the Agreement for the Barrow Gas Fields Well Drilling Program, Well Blow Down Tank Procurement. The equipment the Supplier is to provide shall be in accordance with the Engineered Drawings, Specifications, and General Notes provided in the Request for Proposals. The Specifications are incorporated by reference within the drawings, which is to include but is not limited to: (a) Fabrication of the equipment as per Drawings and Specifications and ship from the point of origin to the North Slope Borough in Barrow Alaska, a well blow down tank for the purpose of collecting displaced liquids from the natural gas wells in the Barrow Gas Fields. (b) The lump sum value of the Agreement shall include everything necessary for the fabrication and shipping of the Equipment to fulfill the contract. (c) The tank and accessories shall be constructed to the Engineered Drawings and specifications provided, assuring compliance with these and other Alaska and Federal requirements pertaining to this type of equipment. (d) All welding and inspections shall be in accordance with AWS D1.1. All welding shall be performed in accordance with Contractor approved procedures and personnel qualifications. All welding shall require 100% visual inspection. Welding procedures, qualification records and inspection reports shall be provided to the Borough. 3. TRANSPORTATION a. Trucking from point of origin to Deadhorse Alaska: For purposes of staging for transfer to a marine transportation service provider barge. The equipment shall ship from Deadhorse to the marine service providers landing point in Barrow for delivery to the Borough, who will accept delivery of the equipment at the Barrow load out location. The successful bidder will be responsible for selecting the trucking service, coordinating the shipment to Deadhorse, and arranging for the equipment to be staged in a lot owned by the trucking service pending barge load out as needed. The bidder shall select the marine services and coordinate the transport, delivery and loading of equipment on the barge when available for delivery to Barrow, and shall encumber all costs of shipment as described, such costs to be inclusive in the Proposers lump sum bid. b. Marine transport from the Seattle, Washington dock to Barrow direct: If the selected proposer has facilities outside of Alaska and will be fabricating the equipment in a regional location that will make this alternative transportation arrangement a more convenient, logical, and cost effective choice. This may include trucking expenses of equipment to the Seattle dock as required. The successful bidder shall be responsible for all arrangements, coordination, storage, and expense of this shipping alternative, all costs to be inclusive in the Proposers lump sum bid. c. Delivery of the equipment named in this RFP shall be complete by September 15, 2013 unless otherwise agreed to by the Borough. 4. Supplier shall not be entitled to reimbursement for any expenses other than those specifically set out in this Agreement.
