Arkansas Code Annotated §19-11-801 et seq. establishes the policy of the State of Arkansas and the political subdivisions that contracts for certain professional services be negotiated on the basis of demonstrated competence and qualifications, at a fair and reasonable price, and prohibits the use of competitive bidding for the procurement of such professional services. Arkansas Code Annotated §19-11-802 et seq. specifies a procedure whereby the political subdivision (City) receives statements of qualifications once a year or as deemed necessary. At such time thereafter that a specific project may arise, the City shall evaluate the statements of qualifications on file and select a firm as outlined in Evaluation of Qualifications and Performance Statement hereof. Hence, the purpose of this request is to encourage firms engaged in lawful practice of professional services to submit an annual statement of qualifications and performance data to the City of Hot Springs, Arkansas, as described hereinafter. These professional services include legal, architectural, engineering, construction management, pavement management auditing/accounting, consulting, also including but not limited to medical services, medical and pharmaceutical consulting services, ambulance services, appraisal services, real estate procurement services, geotechnical investigations, traffic studies, environmental studies and mitigation services, records retention consulting, graphic design, interior design, grant writing services, training services, project management services, code development services, landscape architecture, land planning services, and communications consulting. The City is interested in receiving statements from firms with both comprehensive and/or specialized expertise.
