Specifications include, but are not limited to: 1. Analysis of the operational functionality of the current MCPS central services organizational structure to identify strengths and opportunities for sustainable improvement. 2. Analysis of the operational functionality of the current OHRD organizational structure to identify strengths and opportunities for sustainable improvement. 3. Analysis of the OHRD organizational structure within the overall MCPS central services structure to identify recommendations for appropriate reporting hierarchy and effective alignment of services within and among the central offices. 4. Interviews with key stakeholders including: all principals, directors, senior staff, presidents of the three employee associations, Board of Education members, County Council members, and the state delegation. 5. Analysis of the current processes and practices specific to the following areas of human resources to identify strengths and opportunities for sustainable improvements. a. Systemwide Organizational Structure b. Position classification process c. Position abolishment and reconstitute process d. Job descriptions e. Employee compliance and discipline f. Record keeping and documentation g. Personnel file organization, access and review h. Termination process
