Specifications include, but are not limited to: The City of Sedona is soliciting proposals from qualified firms to complete a needs assessment, and siting and design concept assessment for a parking facility or facilities to serve its Uptown tourist district. The consultant will analyze the current land use and parking conditions of the Uptown District and make recommendations for alternatives that accommodate current and future parking needs. The consultant will also provide recommendations for the use of in-lieu parking fees to allow businesses in the Uptown District to reduce the number of required onsite spaces by contributing to a dedicated fund to develop shared parking in this area. • Review existing parking occupancy, turnover, and other utilization data. • Evaluate/analyze current parking demands. • Work with City planning staff as they develop the CFA Plan to assess the impact of future development on parking. • In determining future needs for additional parking, the assessment should: o Determine the quantity of parking needed. o Consider how many structures and/or surface lots or other parking may be needed, location, size, environmental considerations, land and construction costs. • Based on the above, determine a strategic location(s) to best serve the community’s needs.
