Specifications include, but are not limited to: 1.1. PURPOSE: The purpose of this RFP is to establish an annual contract with qualified vendors for supplying Soil Stabilization Additive (“SOILSA”) products to Mohave County, Arizona (“County”) to be used in the County’s Annual Road Maintenance Program. The successful Offeror must be able to provide and install the proposed SOILSA product as described herein. 1.2. Soil stabilization projects will be directed by the County. No work shall be done without a notice to proceed and purchase order for each project. All work shall be performed during usual and customary daylight working hours from notice to proceed to final completion, unless otherwise directed by the County’s contract representative. 1. GENERAL: The Contractor must provide a distribution vehicle and operator at the work site to spread, apply and/or transfer the SOILSA material in accordance with the requirements of the Public Works Department. The County anticipates the use of SOILSA products for treating the sub-grade soils or aggregate base on approximately ten (10) to forty (40) miles of existing unsurfaced roadways in FY 2019-2020. The County’s anticipated maintenance plan is for informational purposes only, and it in no way guarantees the quantity to be utilized. The Contractor shall be responsible to have and maintain in current status all Federal, State, and Local licenses and permits required for the operation of all types of business conducted by the Contractor. 2. PRODUCT DESCRIPTION: The SOILSA products for the purpose of this Contract are defined as commercially available and commercially used chemical soil additives, which when properly applied to the road sub-grade soils and/or aggregate base, will permanently increase the soil strength and stabilize the soil. Product categories include, but are not limited to, enzymatic emulsions, synthetic polymer emulsions, tree resin emulsions, and clay additives. SOILSA products containing acids or salts, such as any variation of chlorides are not be acceptable.
