Specifications include, but are not limited to: The consultant to conduct analysis of existing, near-term and build-out parking demands and parking condition in the Town of Gilbert Heritage District which shall include: on-street parking, off-street parking and parking structures. The analysis shall take under consideration peak times – short term and seasonal changes and shall include public and private parking amenities: existing, currently being implemented and planned. The consultant to identify parking systems as well as parking regulatory strategies with recommendations and shall address the trends for parking systems in light of growing use of ride-hailing, micro mobility and other alternative means of commuting and transportation. The study shall be coordinated with the most recent Heritage District Redevelopment Plan, other guiding documents as applicable, private development and CIP ongoing and planned projects. The recommendations shall also include implementation plan and budget level cost estimates for identified improvements.
