Specifications include, but are not limited to: DBMHS intends to expand their Navajo Nation Health Management and Services Master Contract, pursuant to the Indian Self-Determination and Education Assistance Act, P.L. 93-638, as amended, to consider incorporating additional programs, functions, services, and activities relating to the mental health program. The consultant will be assessing and evaluating DBMHS to provide a report on the feasibility of an integrated behavioral and mental health services. Assessment should include but not limited to the following areas: Existing behavioral health programs, functions, services, and activities Existing recruitment, retention, staffing strategies for behavioral health professionals Financial stability and financial management capability of existing measures and procedures Monitoring and operations under the oversight of the Health, Education and Human Services committee, Navajo Nation Council and other applicable Navajo Nation governing body, regulations, and laws Program policies and procedures existing and proposed updates Program accreditation compliance Program data collection, data analytics, and reporting requirements Program reimbursement system billing and collecting of third party reimbursements for services Cooperation, collaborations and networking of partnerships and providers including but not limited to health care, human services, and community health Quality Assurance measures compliance and Quality Improvement processes and systems All areas of assessment should include challenges and success measures in existing service delivery and infrastructure
