Specifications include, but are not limited to: Mountain Line is seeking qualified firms and individuals to lead its internal team in a one-day workshop related to potential joint development as a part of its new Downtown Connection Center (DCC). Mountain Line recently received more than $15million in federal funds to develop the site and explore revenue generating partnerships through the development of the DCC. Mountain Line has already completed a market study which will be provided to the chosen respondent. Goals to be achieved by the end of the workshop include the following: 1. Identify the goals of pursuing joint development, including identifying if there is a minimum return on investment required to enter into a joint development, and needs related to one-time construction costs versus on-going operational/maintenance costs along with other monetary and non-monetary goals, 2. Using the outcomes of the DCC market study, identify methods of joint development that are achievable for the DCC and that meet Mountain Line goals, 3. Educate on the benefits and risks related to joint development on land under a 99-year lease agreement and how to avoid, minimize and mitigate such risks. 4. Identify benefits and risks to pursuing joint development including but not limited to public support and Mountain Line reputation, impacts to Mountain Line’s transit operations, monetary and non-monetary benefits, safety and security, 5. Identify a high level plan to avoid, minimize or mitigates the risks identified above, 6. Educate staff related to protecting Mountain Line’s interests above all else though the joint development process, 7. Educate and recommend different joint development structures that are in Mountain Line’s best interest, 8. Identify procurement needs and methodology including but not limited to legal counsel, owners representation, and partnership themselves, 9. Educate staff on legal requirements and recommendations for entering into joint development, 10.Discuss post-implementation needs including operations and maintenance structures and agreements, 11.Build consensus from staff on a recommendation to the Mountain Line Board on the pursuit of joint development opportunities including what kinds to consider and what kinds to exclude.
