Specifications include, but are not limited to: This RFP is for temporary staffing only; the University will not consider outsourcing recruitment and hiring functions. As a federal contractor, University does not enter into “temporary-to-permanent” placement arrangements. Employees of temporary agencies may apply for regular University positions, but will be subject to the same competitive application and selection process as other applicants. Your agency must complete the Certification Regarding Employer-Provided Health Insurance (Section 6.3), affirming that you are either in compliance with the employer mandate of the Patient Protection and Affordable Care Act (ACA) or are not subject to the ACA. In order to prevent potential labor law violations, the temporary workers placed at the University must not simultaneously be active University employees (including student workers). The Division of Human Resources Employee Records (records@arizona.edu) can verify employment if required. Temporary workers released or rejected by a particular University department for significant violation(s) of University policy (e.g., failure to follow security protocols) cannot be referred for any future assignments at any University location. Failure to meet this criterion shall be considered a breach of contract. You shall agree that the University may hire your agency’s employees at any time during or after the initial contract term or any extension thereof. The University does not recruit temporary workers for permanent positions or engage in temp-to-hire contracts, but temporary workers are free to apply for open positions at the University on the same terms as any other applicant. Your agency shall obtain, at your expense, all necessary bonding, permits, licenses, and required insurance coverage, to comply with federal, state, and local statutes, rules, and regulations applicable to employment services. All temporary workers that your agency provides shall be considered your agency’s employees, not the University’s. Your agency shall be responsible for maintaining, at all times, mandated workers compensation and health insurance; all other relevant insurance; Arizona state-mandated paid sick leave, and all payroll taxes throughout the entire award period.
