Specifications include, but are not limited to: Information about best practices/methods and current technologies (both software and hardware) for a Subrecipient Grants Management Solution (SGMS). The City of Phoenix, Public Transit Department, desires to transform its current business processes from a manual, diverse ecosystem of in-house developed systems, to one vertical or horizontal, scalable solution. The City seeks a high availability solution, whether it be a cloud, on-premise, or hybrid delivery model. The solution should be web based that internal users (city employees) and external users (non-city employees) may access from the office, or while mobile. A robust system with a user friendly, web‐based interface needs to allow the City to create, track, manage, search, and report all subrecipient forms, data and records. Additionally, there is a need for a scalable system that would be used as a computer maintenance management system (CMMS) to track assets for the City and all subrecipients. This system will serve as the authoritative solution and repository for managing all transit grants that include but are not limited to subrecipient data tracking and managing the purchases done by City and Subrecipients for vehicles, facilities, equipment, Heavy Buses and Paratransit. Note, this system will also be used to fulfill the Equal Opportunity, Reviews (Audits) and Federal Oversight Compliance guidelines as stated by FTA. Both internal and external users must be be able to access the system 24 hours a day, 7 days a week on web and mobile.
