Specifications include, but are not limited to: In addition to providing a community blueprint for development, the General Plan Update is the guiding document that identifies goals, policies, programs, and projects for future growth. The Plan will assist City Staff, the Planning & Zoning Commission, City Council, and citizens in shaping San Luis regulatory tools (zoning, subdivision, and other codes), strategic planning, and capital improvement planning. The Plan will provide guidance on balancing growth and development with sustainability while ensuring economic growth. Most importantly, the San Luis General Plan Update will be a community-driven effort to identify core community values and create a vision for the “future San Luis.” It is expected that the Consultant will take the General Plan Update process through to the successful adoption by the City Council (June 2020) and the call for election (Voter Ratification November 3, 2020). The City might need assistance in preparing for the Voter Ratification process and additional tasks/budget will be negotiated at that time.
