Specifications include, but are not limited to: a. CMS must be available via any PC or Mac computer or any mobile device with web browser capability regardless of location as long as internet connection is available. b. CMS must include customizable fields, which can be filtered, sorted, and searched. c. CMS must have outfacing web portal options with agency access from day one and capability of customer or client access in the future. d. If on premise solutions is proposed, CMS must meet minimum Pima platform requirements: 1) Microsoft Windows current version no more than one minor release behind current 2) Browser compatibility no more than one major release behind current (Internet Explorer, Chrome, Safari, Firefox) 3) Windows Server no more than one major release behind current. e. CMS must include 500 GB of remote file/data storage (encrypted). f. CMS must allow for County to assign varying access levels to users. g. CMS must be capable of supporting licensing for up to six (6) administrators and 200 users. 4.3.2 Client Intake and Eligibility Requirements: a. CMS must be able to collect client data to produce an intake application. b. CMS must include guides or prompts which ensure all required application data has been entered and all required screens have been reviewed prior to completion of intake application and customizable field “help” popups. c. To reduce the potential for fraudulent applications, upon entry of each application, CMS must produce a system generated case number known as a unique key identifier, which can be used as a search option in lieu of a social security number that can follow each client through the life of his/her case. d. Applications must be searchable by entire or partial names, date of birth, social security number or unique key identifier. e. CMS must be able to collect and store demographic data for a household and individuals within a household. f. CMS must store information pertaining to the income guidelines for multiple programs within the ESN and assign potential program eligibility based on applicant and household characteristics. g. CMS must store eligibility requirements for multiple funding sources and make eligibility determinations based on applicant information. h. CMS must have ability to scan, upload, store and view applicant’s required supplemental documents including but not limited to birth certificates, social security cards and I551 forms as needed. For example, the ability to view I551 forms on application screen where citizenship information is entered. i. CMS must include electronic signature function.
