Specifications include, but are not limited to: 5.1.1. The CITY was awarded a Transit-Oriented Development (TOD) Planning grant from the U.S. Department of Transportation (USDOT) Federal Transit Administration (FTA) to research, develop and implement policy plans around the Capitol and I-10 West Extensions. The project covered by this scope consists of the Capitol Extension (CAPEX) and the I-10 West Extension (10 WEST). The CAPEX light rail corridor runs from downtown Phoenix to the Arizona State Capitol. The 10WEST light rail corridor runs from the Arizona State Capitol to the Desert Sky Transit Center. TOD policy plans specific to each of the CAPEX and 10WEST corridors and an Equitable Housing Strategy plan will be developed as a result of this grant project. The plans will serve to attract, guide, and prioritize strategic investments in infrastructure, housing, economic development, and other areas, to realize a shared vision for the future. Nationally and locally, best practice research has indicated that the area of influence for light rail and high-capacity transit stations is generally a one-half mile walk radius, with more intensity typically occurring within a one-quarter mile walk radius of station areas, known as a walksheds. 5.1.2. The CITY is seeking a qualified Contractor to assist staff with ongoing research, community and stakeholder engagement, and urban design services to create and develop the Transit-Oriented Development (TOD) Policy Plans (one for the 1.4 miles Capitol Extension and one for the 9.4 miles I-10 West Extension) and the Equitable Housing Strategy Plan for the entirety of both extensions. 5.1.3. The CAPEX TOD planning area is generally bounded by 7th Avenue on the east, Interstate 17 on the west, Interstate 10 on the north, and the Union Pacific Railroad on the south. See Exhibit B. 5.1.4. The 10WEST TOD planning area is generally bounded by I-17 on the east, 83rd Avenue on the west, Encanto Boulevard/Osborn Road on the north, and Van Buren Street on the south. See Exhibit B. 5.1.5. The CAPEX and 10WEST TOD policy plans and planning process will continue to build upon Phoenix’s TOD Strategic Policy Framework which has been utilized successfully to provide a holistic and multidisciplinary engagement, visioning, and implementation plan framework for previous transit-oriented communities within the City of Phoenix. This framework has evolved over the years to respond to various community needs yet maintains its foundational structure inclusive of five (5) interrelated and interdependent factors (Equity, Diversity, Authenticity, Resiliency, and Prosperity) to permeate planning and decision-making processes to help ensure sustainability. Additionally, the framework maintains the six planning elements structure (Land Use, Housing, Economic Development, Mobility, Health, and Green Systems) to ensure a multidisciplinary process. The work program associated with the CAPEX and 10WEST TOD policy plans will contribute to the next evolution of planning for walkable communities in the City of Phoenix and is programmed to be executed in three phases: • Phase 1: Who We Are (Current State Assessment); • Phase 2: What We Want (Vision for the future), and • Phase 3: How We Get There (Implementation)
