Specifications include, but are not limited to: The City of Flagstaff (Owner) is seeking Statements of Qualifications (SOQs) for an Artist to provide artistic design services.The selected artist will work with a design team to design art and beautification projects that integrate with a new Downtown Connection Center (DCC), a hub for public transit (bus) and other transportation modes. Direction for the public art and beautification is to successfully contextualize art and beautification; to have the artist in consultation with the design team to determine type of artwork and beautification projects; to create an opportunity for local emerging artists; to amplify the programming to the greatest extent possible; to create, fabricate and install artwork that exemplifies an ideal transportation hub – active, connected, welcoming. The design team will include but is not limited to the Artist, City staff, Northern Arizona Intergovernmental Public Transportation Authority (Mountain Line) staff, and the selected design engineer and contractor(s) for the new DCC.The artist work with the design team is anticipated to commence in December 2020. Final site selection for the new DCC is anticipated in the Spring of 2021 with 30% concept plans in May/June 2021. The new DCC will be constructed within the next few years. The selected Artist will be expected to enter into a base Contract for Professional Services (Contract) with a three-year contract term and two (2) additional one-year renewal options contingent upon successful performance reviews. The Contract will be awarded at the Owner’s discretion. This Artistic Services project is funded by the City of Flagstaff. The DCC project is funded by a grant from the U.S. Department of Transportation, Federal Transit Administration to Mountain Line (the public transit operator). Because public art is being integrated with the DCC. federal certifications have been included in this RSOQ. The DCC Design and Construction must be in compliance with funding from FTA Bus and Bus Facilities (49 U.S.C Section 5339), refer to Program Guidance: https://www.transit.dot.gov/regulations-and-guidance/fta-circulars/bus-and-bus-facilities-program-guidance-and-application. As the project proceeds, the artist and design team may be asked to work with Mountain Line to determine whether the selected arts and beautification projects may be applied towards the local share requirement of the federal grant award
