Specifications include, but are not limited to: Contractor Responsibilities: Contractor shall: • Assume administration of the City’s Health Care FSA program during the annual open enrollment conducted from mid-May to mid-June for a July 1st, 2019 effective date. • Assume administration of the City’s Dependent Care FSA program for a mid-plan year takeover of the dependent care FSA. • Process enrollment applications and all claims reimbursements. • Provide quarterly and year-end statement reporting of account balance to participants. • Provide monthly management reports to the City. • Provide a HIPAA-secured website to transmit or receive information. • Develop and distribute a Plan Document/SPD for the Flexible Spending Account Program. • Perform nondiscrimination testing per IRS Code Section 125 on an annual basis. • Provide an administrative manual and supply employer with enrollment forms and all brochures and literature regarding the FSA programs as part of the cost of administering the program. • Provide manual and debit card point-of-service options for claims reimbursement. • Provide direct deposit for manual claims reimbursement. • Provide internet access to participants for Health Care Reimbursement and/or Dependent Care Accounts to review claims status, balances, etc. • Respond promptly and accurately to all claim inquiries and advise the City on resolution of matters of claims disputes. • Provide On-site enrollment meetings at no additional charge
