Specifications include, but are not limited to: The FDA Program will contract with an organization that has the knowledge and capacity to aid with recruiting a mix of volunteer UP ages sixteen (16) to twenty (20) to participate in the program. A representative mix of individuals who look their age should be used. The group should also reflect a representative mix of male and female and should reflect the racial/ethnic composition of the population where the retail compliance checks are being conducted in all fifteen (15) Counties of Arizona. The Inspection Teams conduct inspections yearround and Underage Tobacco Purchasers are integral to conducting these tobacco retailer compliance check inspections. The roster of eligible youth must be robust, provide enough youth in each of the fifteen (15) Counties and be maintained on a regular basis.
