The IHS Contracting Officer will give priority for all purchases, regardless of dollar value, by utilizing ISBEE set-aside to the maximum extent possible. Each acquisition of supplies, services or construction that is subject to commercial items (FAR 12.209) or Simplified Acquisition Procedures (SAP) (FAR 13.106) must be set-aside exclusively for ISBEEs.
Definition(s): INDIAN ECONOMIC ENTERPRISE (IEE) - Any business activity owned by one or more Indians, Federally Recognized Indian Tribes, or Alaska Native Corporations provided that:
- The combined Indian, Federally Recognized Indian Tribe or Alaska Native Corporation ownership of the enterprise constitutes not less than 51%;
- The Indian, Federal Recognized Indian Tribes, or Alaska Native Corporations must, together, receive at least 51% of the earnings from the contract; and
- The management and daily business operations must be controlled by one or more individuals who are Indians.
Definition: INDIAN SMALL BUSINESS ECONOMIC ENTERPRISE (ISBEE) – An IEE that is also a small business concern established in accordance with the criteria and size standards of 13 CFR Part 121.
SCOPE:
- The Contractor shall perform services in accordance with acceptable methods of linen processing which will ensure that the United States Government receives hygienically clean linens. Laundry processing shall be performed in accordance with accepted standards of laundering established by Guidelines for Healthcare Linen Service, 1999; CDC Guidelines for Environmental Infection Control in Health-care Facilities, and 29 CFR Part 1910 General Industry Standards and OSHA Guidelines.
- Laundry Services shall be as specified below in the General Specifications. The company shall provide HHCC with a best practice procedure manual on the sorting, processing and transportation of linen.
- List any equipment, such as carts, supplied by the company for use in sorting of dirty and clean linen or other equipment deemed necessary and the policies and procedures for sterilization of said equipment.
- The Contractor shall deliver and pick up all linen within the HHCC Linen Department located at Milepost 388, State Highway 264, Polacca, AZ 86042. The company shall provide all materials necessary for delivery, transportation and assembly of the equipment of laundry.
GENERAL SPECIFICATION:
The Contractor shall perform the following Services:
- Linen to be laundered shall be picked up 3 times a week with delivery of clean linen occurring the same day as the pickup of linen
- Soiled Linen received, shall be sorted and weighed to determine poundage.
- Blood stained and other bio-soiled items are required to be washed at appropriate water temperatures to remove stains and infectious agents in accordance with CDC and OSHA guidelines.
- Sanitize all laundry carts and equipment utilized for transportation of clean linen
- Clean linen shall be delivered back to HHCC in sealed, water resistant plastic wrap.
- Delivered linen to HHCC shall be placed in designated area that is enclosed to avoid contamination.
In addition to the above-mentioned specifications, the Contractor shall be responsible for ensuring the production and delivery of clean processed linen including the following:
- Shall be knowledgeable and perform services using infection control practices in accordance with CDC AND OSHA standards.
- Ensure that proper laundry processes are followed from sorting and pre-soil wash, rinse, and including operations that are important for laundering such as temperatures, cycles-times and sequences, and concentration of additives.
Delivery trucks must be sanitized to ensure laundered items to be delivered are not contaminated in transit.
