A. Contractor shall furnish all labor, labor burdens, equipment, tools, materials, accessories, parts, components, transportation, services, permits, insurance, per diem, all applicable taxes, and all other items of expense required to provide: i. Vehicle collision and body repairs for County-owned passenger cars and light trucks or heavy-duty trucks (class 6,7,8) in accordance with the terms, conditions, and pricing specified in the Contract. ii. Supply parts, components and assemblies required to complete the vehicle repairs. iii. Upon completion of repairs, the County Fleet Manager or designer will inspect the final product before approving payment. B. All jobs will be fully cost-estimated with a start and completion date and written in a clear legible form to include labor and an itemized listing of replacement repair parts showing retail price of each part less Independent Contractor’s discount percentage. C. All estimates shall be complete and include all parts, labor and charges, including “hidden damage” once discovered, which may not be obvious until repairs are initiated. i. All estimates shall be completed and submitted for review by e-mail within forty-eight (48) hours of drop-off of the vehicle. ii. No repairs shall be initiated until the County's Fleet Manager or designee reviews the estimate and approves by return e-mail. A vehicle may be withdrawn at this point at the sole discretion of the County. iii. Any additional damage discovered after repairs are initiated must be estimated and the estimate submitted for review and approval by the Fleet Manager or Designee before any repair of additional damage is initiated. iv. In no instance shall any repairs costing above the original estimate be performed without first notifying the Fleet Manager or designee and providing a supplemental estimate indicating additional parts and labor charges. v. The County shall reserve the right to verify, through independent appraisal. to determine if the repair estimate is complete and reasonable. vi. The Independent Contractor shall notify the County when repair costs reach or exceed 80% of the vehicle’s value according to Kelley Blue Book. D. The County will be responsible for delivering and retrieving vehicles to and from Independent Contractors’ premises for repair purposes. E. The completion time for repairs will depend on the extent of the failure: i. The expectation is that the failure will be diagnosed within 48 hours (excluding weekends) of the vehicle being delivered to the vendor. ii. Parts are ordered in a timely manner. iii. The County’s Fleet Manager or designee will determine if the parts ordering process should be expedited to overnight shipping, if available. F. At its option, the County may supply any tires required for vehicle repair. G. All replacement repair parts used shall be new OEM parts. The use of aftermarket or used parts is not acceptable unless approved by the Fleet Manager or designee in writing. H. All repairs shall be made to OEM standards. I. Periodically during the Contract term, replacement repair parts invoiced may be audited for compliance to the above terms, conditions and specifications. J. The Independent Contractor shall notify and receive approval from the Fleet Manager or designee before sub-contracting any portion of the work described in this agreement. K. General Specifications, Contractor Shall: i. Have all services performed by qualified/experienced technicians and personnel. ii. Perform and complete all services in accordance with all applicable industry, best practice, OEM vehicle, OEM equipment, specifications and standards as well as any Coconino County supplied specifications and Fleet authorized task orders. iii. Maintain, secure and store all Coconino County vehicles under its care and custody to prevent damage, vandalism and theft. iv. Be open for business during normal business hours, Monday through Friday (excluding state holidays). v. Complete all repairs within mutually agreed upon written timeframes. vi. Upon request, provide quotes for the purchase of parts, components and assemblies before conducting repairs in accordance with terms, conditions and pricing specified in the Contract.
