U.S. Customs and Border Protection (CBP), U.S. Border Patrol (USBP), Tucson Sector Headquarters requires the use of two firing ranges to provide firearms training to Border Patrol agents.
One 100-yard range is required year-round, Monday through Friday, with hours of 7:00 a.m.-5:00 p.m. April-September and 7:00 a.m.-10:00 p.m. October-March. The second range, which shall be no shorter than 50 yards, is required half the year from April through September, Monday through Friday, from 7:00 a.m.-5:00 p.m.
The firing range shall be located within 35 miles of the Tucson Border Patrol Station located at:

All ranges must be suitable for the ammunition used by CBP and must comply with Arizona Game and Fish Department standards for firing ranges. Among other requirements, the ranges must allow for fully automatic weapon fire, non-stationary shooting, shooting from ground or prone positions, and the use of portable props.
The contractor shall also provide a storage area for a 10’ x 20’ Conex container and a CBP vehicle.
This will be a firm-fixed-price contract consisting of one 9-month base period and two 1-year options. The 9-month base period period of performance is September 1, 2021-May 31, 2022. The entire term of the contract, including options, is September 1, 2021-May 31, 2024.
This RFQ is issued on an unrestricted basis. It is anticipated that award will be made on or about August 20, 2021. Award will be made on a best value basis using a tradeoff process.
The applicable NAICS code is 713990 - All Other Amusement and Recreation Industries. The corresponding size standard is $8 million.
