Specifications include, but are not limited to:The Arizona Department of Education, (ADE) is authorized under A.R.S. 15-232, 15-702 and R7-2-307 to issue an Arizona High School Equivalency Diploma upon successful completion of a State Board of Education-approved high school equivalency test. The ADE currently has an MOU with the GED® Testing Service (GEDTS) for use of the GED® Test. The current test consists of a four-part test battery. The test assesses Language Arts-Reading and Writing, Science, Social Studies and Mathematics. The current test scoring process scores each test on a standardized scale ranging from 145 to 200. To pass the test an examinee must attain a subtest score of 145 or greater on each of the subtests. Standard scores are also reported as normative scores-percentile ranks-based on a nationally representative, stratified random sample of high school students tested in the spring of their senior year. Currently all parts of the GED® exam are taken at approved test centers and are taken and scored on the computer. There are currently over 60 test centers across the state. Arizona’s GED® scoring vendor scored nearly 10,000 individual sub-tests last year. Over 6,000 individuals took the test, which consists of 4 sub-tests, or about 2,500 sub-tests scored each month. ADE maintains an electronic transcript system at no charge to the consumer. 2. Purpose: ADE is requesting competitive, sealed proposals for: 1.The provision of a high school equivalency test aligned to the Arizona Adult Education College and Career Readiness Standards, located at http://www.azed.gov/adultedservices/adult-education-standards-2/, 2.The registration for, administration of and scoring of the tests 3.Reporting testing results to the Arizona Department of Education, Adult Education Services and 4.Awarding a high school equivalency diploma. The resulting contract will provide all aspects of the overall testing process. This includes using computer-based test(s) which meet/s the department’s requirements. This may also include utilizing or customizing a practice test aligned to the test battery. Application and payment processes, scheduling, testing, and scoring processes will also be handled by the awarded contractor/s. Scores will then be sent by the contractor/s to the ADE/AES and a third-party contracted vendor for the issuance of a transcript and a credential. 3.
