Specifications include, but are not limited to: The purpose of this Solicitation is to establish contracts to solicit from experienced, responsible and financially sound medical management consulting firms, healthcare consulting firms, social service consulting firms, employee benefit consulting firms and individual consultants that have established presence and possess comprehensive knowledge/experience of the principles, techniques and trends in Healthcare and Employee Benefit Programs. Examples of areas of knowledge/experience include but are not limited to: 1.1.1. Federal and State Legislation: 1.1.2. Plan Design; 1.1.3. Employee Benefit Programs (Self-funded and fully –insured medical, pharmacy, dental, vision, long-term and short-term disability insurance programs and flexible spending accounts/programs); 1.1.4. Employee Wellness Programs, including best practices, incentives and return on investment; 1.1.5. Procurement Support Services; 1.1.6. Medicaid and Medicare (various aspects); 1.1.7. Federal and Local Grant management; and 1.1.8. Various Social Services. Examples of services, skills and/or abilities include but not limited to: 6.1.1. Review program/administrative operations to determine compliance with applicable federal, state and contractual requirements, 6.1.2. Provide technical assistance with the development of program evaluation plans, 6.1.3. Review Health Programs Service Delivery Systems and Methodologies, 6.1.4. Analyze and evaluate project service quality, performance, conformance with contract requirements, outcomes and impact of projects on the communities, 6.1.5. Document findings and recommendations, including proposed corrective action plans, 6.1.6. Prepare, implement and analyze program and client surveys, conduct site-visits and reviews and 6.1.7. Prepares reports, and make recommendations. 6.1.8. Ability to plan, organize and direct resources to accomplish defined project objectives, while meeting or exceeding scheduled milestones and stakeholder expectations.
