The Program Manager may be contracted to provide a range of services, including system-wide program management and project development for sanitary sewer rehabilitation, repair, and replacement projects. The goal is to develop a program for implementation to address approximately 7,000 sewer manholes and approximately 10 miles of gravity sewer mains, with a focus on ductile iron pipe (DIP) and T-lock systems. This program will be funded over a 30-year period. The services will also involve sewer system assessment through methods such as closed-circuit television (CCTV) inspection and other applicable techniques, followed by analysis and reporting of the assessment results. Additionally, the scope includes review of prior assessment, hydraulic modeling and capacity analysis, prioritization of repair and rehabilitation activities based on severity, planned roadway improvements, and water main replacement projects. The Program Manager may also provide engineering design, post-design services, construction management support, stakeholder coordination with other City departments and external entities, and real estate support, including title reports, exhibits, and research. Technical competence, specifically in sewer design and rehabilitation, with expertise in various assessment and rehabilitation technologies or platforms. The intent of this RFQ is to award multiple contracts over a period of up to five years. The scope of work to include pre-design, detailed design, permitting assistance and construction management (if warranted).
