Specifications include, but are not limited to: The Contractor shall provide to CAWCD a full range of security and investigative services including, but not limited to, protection and security against vandalism, trespass, and theft of property on or from CAWCD premises. The Contractor shall instruct and require its security officers to perform the services specified herein in an orderly and efficient manner while enforcing the regulations of CAWCD with regard to safely and facility security and to accomplish the specified services in such a manner as not to interfere with the normal conduct of CAWCD business. The Contractor shall make every attempt to select security officers who have completed a security or law enforcement academy or who have obtained a degree in security or law enforcement related subjects. In all cases, the Contractor's security officers will have a minimum of more (1) year security and/or law enforcement experience. CAWCD reserves the right to use other companies engaged in providing security service to fill these needs if necessary. CAWCD will maintain its own Protective Services staff which will serve as liaison with the Contractor to coordinate the security services specified herein, with the work of other Contractors of the CAWCD'S personnel. From time to time, CAWCD's Protective Services staff will identify for the Contractor various security tasks or programs which must be undertaken as part of the security services, specified herein. The Contractor shall extend to CAWCD'S Protective Services staff its fullest cooperation. Protective Services staff will not direct or control Contractor's security officers in the method or manner of them providing the security services specified herein, and at all times the Contractor will function as an independent Contractor in providing security services. The Contractor shall allow CAWCD to conduct unannounced audits and review all the Contractor's records pertaining to wages, training, benefits, and background history of the security officers assigned to CAWCD at any time during the term of the Contract.
