The City of Chandler is seeking a consultant to guide the development of a RSAP that will guide the city toward its goal of eliminating roadway fatalities and serious injuries. The plan should be rooted in the Safe System Approach and shaped by Chandler’s multimodal transportation priorities, with an emphasis on reducing risks for the most vulnerable road users. The consultant will be expected to bring technical expertise, sound analysis, and strategic vision to identify where the greatest safety needs exist, how resources can be most effectively deployed, and what actions will produce meaningful, measurable reductions in crashes that result in serious injuries and fatalities. The process should not only meet the SS4A program requirements but also reflect Chandler’s local context, community values, and long-term commitment to safer streets for everyone. The city is looking for innovative and inclusive approaches to data analysis, public engagement, and strategy development. Proposers should describe how they will work with City staff, partners, and community members to gather and interpret data, translate findings into clear priorities, and build consensus around strategies that address both systemic risks and location-specific challenges. The final RSAP should establish a framework for implementation, set performance measures that track progress toward eliminating roadway deaths, and outline funding and policy pathways to sustain momentum. In addition, proposers are asked to recommend potential demonstration activities, short-term projects that can test ideas, showcase safety strategies, and build public support for long-term investments. The plan should also include clear prioritization criteria for selecting these activities that align with the city’s goals to eliminate roadway deaths.
