Specifications include, but are not limited to: The proposed research would use quantitative and qualitative methods to: 4.2.1.1. Document the processes, services, and products of the EBDO training programs, with an emphasis on any current practices to measure program effectiveness. 4.2.1.2. Document the state of the practice of how public and private sector organizations, including other departments of transportation, measure the effectiveness of their training programs in meeting objectives. Identifying the state of the practice will include, but not be limited to: 4.2.1.2.1. Searching relevant published research and documenting the current thinking on how training programs measure their effectiveness in engaging, developing, and retaining employees.
