Specifications include, but are not limited to: 2.1 General Requirements. The Contractor will provide pre-petition screening services as a Crisis Mobile Team provider to Gila County residents pursuant to contract in accordance with the standards of the profession and the license requirements of the State of Arizona. 2.1.1 The Contractor will provide court-ordered evaluation services as an Inpatient provider to Gila County residents pursuant to contract in accordance with the standards of the profession and the license requirements of the State of Arizona. 2.1.2 The Contractor must comply with all Federal, State, and local legislation, rules and regulations relating to the provision of services described herein. 2.1.3 The Contractor must comply with all applicable Gila County Department policies and procedures, including joint policies and protocols developed by and agreed to in writing between Gila County and the Contractor. 2.1.4 The Contractor shall provide Gila County with a current copy of an Arizona Department of Health Services (ADHS) license issued for each facility or location pursuant to contract and shall comply with all licensing requirements necessary for service provision. 2.1.5 The Contractor shall ensure that suspected or alleged abuse, neglect, or exploitation is reported immediately upon discovery to the proper authorities (including, yet not limited to the Department of Economic Security (DES) Adult Protective Services, DES/Division of Developmental Disabilities, Arizona Department of Child Safety, ADHS, Law Enforcement, State Board of Nursing, Arizona Medical Board, Arizona Board of Behavioral Health Examiners, Board of Osteopathic Examiners, Healthcare Integrity and Protection Data Bank). 2.1.6 The Contractor shall provide services in a manner that is sensitive to ethnic and cultural diversity with consideration for persons who have limited English proficiency or impaired communication abilities. 2.1.7 The Contractor’s professional employees shall possess current and valid professional licenses or certificates. 2.2 Crisis Intervention/Pre-Petition Screening. 2.2.1 The Contractor shall provide assessment to persons who are a danger to self or others, persistently or acutely or gravely disabled and are in need of involuntary, court-ordered behavioral health treatment in accordance with A.R.S. § 36-545.06. 2.2.2 The Contractor shall provide crisis intervention/screening at the location where the person is in crisis (e.g., residence, hospital/emergency room, jail, school, or other community setting) by a one- or two-person mobile team. 2.2.2.1 The Contractor’s Crisis Mobile Team (CMT) shall respond as soon as practical, but in any event not more than two hours from the time of activation unless there are extenuating circumstances. 2.2.2.2 The CMT will assess the person reported to be experiencing a mental health crisis. 2.2.2.3 The CMT shall provide a face-to-face screening/evaluation whenever possible to determine a person’s need for involuntary civil commitment. 2.2.3 The Contractor shall ensure on-call CMT specialists are available 24 hours a day for crisis intervention. 2.2.4 The Contractor shall provide assistance and guidance in developing alternatives to involuntary confinement through counseling the person and, if applicable, the person’s family, representative, parent, guardian, or agent. 2.2.5 The Contractor, when necessary, shall initiate the preparation of a courtordered evaluation packet to ensure the safety of a person due to a mental health crisis when that person is unwilling or unable to participate in treatment. 2.2.5.1 The Contractor may request assistance from the Gila County Attorney pursuant to A.R.S. § 36-521: 2.2.5.1.1 In preparing the petition for court-ordered evaluation and may request the advice and judgment of the County Attorney in reaching a decision as to whether the court-ordered evaluation is justified. 2.2.5.1.2 For a review of the petition for a court-ordered evaluation when the petition alleges danger to others (A.R.S. § 36-501). 2.2.5.1.2.1 The Contractor shall consider the recommendation of the County Attorney in determining whether a court-ordered evaluation is justified when the petition alleges danger to others and shall include the recommendation with the petition when filing with the court. 2.2.5.2 The Contractor shall complete, or provide assistance to family, friends, law enforcement, or other acquaintance witnesses to complete the following documentation: 2.2.5.2.1 Application for Involuntary Evaluation (MH-100) pursuant to A.R.S. § 36- 520; 2.2.5.2.2 Application for Emergency Admission (MH-104); 2.2.5.2.3 MH-Petition for Court-Ordered Evaluation (MH-105) pursuant to A.R.S. § 36-523; 2.2.5.2.4 Pre-Petition Screening Report (only required in cases where emergency admission is not sought and must be completed by the Contractor’s screening/crisis employee who is not an applicant for the evaluation). 2.2.6 The Contractor shall identify bed availability and transmit the completed documentation to one of the Contractor’s Inpatient Facilities or Gila County contracted inpatient psychiatric hospital. 2.2.6.1 Upon acceptance of admission, the Contractor shall execute and transmit a pick-up order to the appropriate law enforcement agency using the Motion to Transport document (MH-20). 2.2.7 The Contractor shall transmit a copy of the completed petition packet to the Gila County Attorney’s Office.
