The City of Phoenix, Planning and Development Department (PDD), is seeking proposals from qualified firms to meet the following objectives: Provide overall project administration services, that includes collaboration with PDD staff, Steering Committee, City leadership, industry stakeholders, and the community. Conduct a comprehensive user fee study and recommend updates that are fair, transparent, replicable, and consistent with best practices in the industry. Identify and recommend strategies for long-term financial stability and resiliency. MGT Consulting Group completed the City’s most recent fee study in March 2020 (“2020 Study”). Most of the findings and recommendations from the 2020 Study were not implemented due to extenuating circumstances, including the COVID-19 pandemic and replacement of the City’s legacy permitting system. The contractor shall review the 2020 Study to identify opportunities where prior work may be beneficially leveraged. Final recommendations are expected within 21 months of contract execution. The Contractor will remain under contract for 24 months or until Council consideration of the final recommendations, whichever occurs first.
