The City of Tempe (City) is issuing this Request for Proposals (RFP) to establish contracts for attorneys, firms and/or individuals licensed to practice law in the State of Arizona, who by experience, training and expertise, are qualified to represent the City and assist the City Attorney’s Office on an as-needed, case-by-case or matter-by-matter basis in connection with legal matters related to real estate acquisition, land use, annexation, sales and leasing. The City intends to create a pool of attorneys/firms qualified in affordable housing and community development law with experience in Low Income Housing Tax Credits, HUD programs, and public and private partnerships to perform real estate work including a focus on drafting and negotiating development agreements involving the development of low income, affordable, and workforce housing, and other housing strategies that may include grant assistance from federal, state, and local sources.
