The Consultant will develop a comprehensive report for City Management and Departmental Leadership, offering a detailed evaluation and actionable recommendations to enhance efficiency and effectiveness within the City's departments. The assessment will focus on the following key areas: a. Evaluate current departmental policies and determine if they meet the current best practices. Identify any additional policies that need to be implemented. b. Evaluate departmental processes for alignment with policies, effectiveness in achieving the department’s mission, and overall staff compliance. Identify process gaps between other departments within the City and gather feedback from external stakeholders to assess their experience with department operations. c. Assess the department’s use of technology to identify opportunities for increased efficiency through improvements or adjustments. d. Review the department’s organizational structure and staffing levels to assess resource allocation, efficiency, and whether divisions are appropriately staffed to fulfill their responsibilities. e. Assess operational metrics and key performance indicators (KPIs) being used to evaluate departmental effectiveness. If essential KPIs are not currently being tracked be departments, develop metrics and tracking processes. f. Assess whether the department engages in mid- and long-term planning to address future growth, economic shifts, and technological advancements
