A. Consultants shall prepare environmental reports. These may include: Cultural Reports; Biological Reports; Air Quality Reports; Noise Reports; 4(f) Reports; 404 Permitting; Hazardous Materials Reports; Native plant Inventories; Project Data Sheets; Categorical Exclusions; Environmental Assessments; and, in rare cases, may include work toward an Environmental Impact Study. Consultants shall also prepare maps, public scoping letters, and attend public meetings and summarize meeting comments. B. Consultants shall have knowledge of, and be able to comply with the regulations, policies and procedures of the Federal Highway Administration (FHWA), the Arizona Department of Transportation (ADOT), the U.S. Department of Housing and Urban Development (HUD), the U.S. Army Corps of Engineers (USACE), and the Federal Transit Administration (FTA), among others. C. Consultants shall provide services within the environmental planning field, including all public participation necessary to complete the public outreach portion of the environmental clearance. Consultants may need to summarize public outreach efforts conducted by others. D. Consultants shall have extensive knowledge of all current planning methods for obtaining public consensus on controversial issues. E. Consultants shall have extensive knowledge of the ADOT environmental clearance process. F. Consultants shall demonstrate the ability to assemble all documentation necessary for Federal Highway Administration (FHWA), Arizona Department of Transportation (ADOT), U.S. Department of Housing and Urban Development (HUD), U.S. Army Corps of Engineers (USACE), and Federal Transit Administration (FTA) approvals. G. Consultants shall provide a proposed design fee for each miscellaneous assignment requested by the City, within five working days of notification. If necessary, each fee submittal shall be negotiated with the City's Project Manager until a fair and equitable fee is agreed upon. Because response time may be critical to the City, continued delays in response time shall be cause to terminate the assignment contract. Projects will be distributed based upon qualifications, quoted fee, and availability.
