Specifications include, but are not limited to: Mesa intends to purchase the hotel at 6733 E Main Street, on Main Street west of Power Road. If purchased, the facility would be used to relocate an existing, temporary housing program in Mesa referred to as “Off the Streets (OTS).” The OTS Program, launched three years ago, is currently operated about 1.5 miles west of the proposed site at the Windemere Hotel with leased rooms. This project is an important element in the City’s long-term plan for the Off the Streets Program which is part of Mesa’s “Housing Path to Recovery Strategic Plan.” This program will use funding from the State and Local Fiscal Recovery Funds (SLFRF) program authorized by the American Rescue Plan Act (ARPA).; The project includes both interior and exterior improvements to the existing site to make it ready for transition housing purposes with supportive amenities. Interior improvements will include but not be limited to updated flooring, finishes and lighting, adding fire sprinklers, conversion of a garage into livable space, creation of a computer/internet lab, security and access control updates, Tel/Data cabling, ADA and restroom updates, and miscellaneous storage enhancements. Exterior improvements include minor drainage updates, creation of a covered playground space, wall and fencing upgrades, ADA sidewalk and ramp upgrades, lighting and landscaping updates, addition of a dumpster enclosure, security and access control updates, and miscellaneous site amenities. The Design Consultants shall work directly with City staff to develop a conceptual design that must also receive approval from the City’s Design Review Board prior to the preparation of a final design. The final improvement design shall include sufficient detail to receive approval from the City’s Design Review Board, create construction cost estimates, prepare biddable project documents, and receive necessary building permits.
