The following scope of work outlines the essential elements necessary for successful implementation: 1. Comprehensive Redevelopment Plan Prepare a written and reproducible final Redevelopment Plan in both print and electronic formats. The plan must: • Include all required documentation as per Arizona Revised Statutes Title 36, § 36-1479 (Preparation and Approval of Redevelopment Plans). • Define clear goals, strategies, and implementation measures over a 10-year period in accordance with Arizona Revised Statutes to achieve the redevelopment vision. • Provide a prioritization framework detailing short-, mid-, and long-term execution phases. • Identify necessary new urbanism methodologies for policy changes or new policies to support implementation. • Outline alternative funding mechanisms to support strategies, program development, and execution. • Define benchmarks and/or best practices for tracking redevelopment success over time. • Outline an adaptive strategy for adjustments as conditions evolve. 2. Redevelopment Plan Adoption Schedule Develop a detailed project timeline, ensuring the plan is completed by December 2026. The adoption process should include: • Presentation to the Planning Commission at Study Session for feedback. • Presentation to the Planning Commission for recommendation. • Presentation to the Town Council at Study Session for feedback. • Final Council adoption. 3.
