Specifications include, but are not limited to: To Assess the interest of State and Local Government officials in merging the operations of the Flagstaff MPO and Northern Arizona IPTA. The assessment will result in the creation of one of the following documents: 1) A Fatal Flaw Determination, or 2) a Scope of Work for a merger assessment study and implementation plan. Qualifications 1) Demonstrated knowledge of Metropolitan Planning Organization and Intergovernmental Public Transportation Authority governance structure, powers, responsibilities and limitations under existing federal and state statute and regulation. 40 Points 2) Demonstrated experience facilitating discussions between elected and appointed officials of intergovernmental bodies. 30 Points 3) Ability to help individuals and groups articulate concepts and questions by identifying common threads and bringing focus to exploratory discussions. 20 Points 4) Ability to meet the proposed schedule. 5 Points 5) Fee proposal, including hourly rate and not to exceed amount. 5 Points
