Specifications include, but are not limited to: Assist the Dark Sky Specialist in creating a non-compliant lighting database both within the City and County. The deliverable from this task will be an after action report that describes methods, techniques, actions taken, challenges faced, and lessons learned in the completion of the task. The report will also include a sustainability plan that identifies courses of action to maintain and sustain the database without additional OEA funding. The first element of contractor services would be to assist the Dark Sky Specialist in creating a non-conforming lighting database both within the City and County, with the objective of cataloging all existing lighting that does not meet Code to ensure future compliance. The second element for contractor services would entail development of an outreach campaign targeting individual residences, with a focus on higher impact, non-compliant neighborhoods that would be otherwise inefficient for the Dark Sky Specialist to address on an individual basis. This campaign would require graphically designed material to be utilized towards educating and advertising the mission of the local observatories and the importance of maintaining dark skies.
