- BACKGROUND
The Whiteriver Service Unit (WRSU) requires a contract for the Power Plant annual boiler inspections and Specialty Services Building annual boiler preventative maintenance. The scope of work detailed below outlines the required project outcomes. The Contractor shall be responsible for all necessary work to achieve required outcomes including labor, equipment, tools, personal protective equipment (PPE), policy adherence, travel, per diem, tribal fees, and other related expenses required to complete the scope of work.
- DELIVERABLES
- Inspections: The contractor shall inspect the two Hurst boilers (serial numbers S400-150-69 and S400-150-70) located in the WRSU Power Plant to ensure continued compliance with Arizona State Boiler Rules. The onsite inspector shall have a valid Arizona Board of Boilers and Pressure Vessels certification. Upon completion of the inspection, an Inspection Certificate for each boiler reporting compliance with Arizona Boiler Rules shall be issued. The inspections are due in May; therefore, the inspections shall occur during the month of May annually. The contractor shall inspect the second boiler no less than 1 week after the first boiler inspection to allow time for switching the system over to the first boiler.

- Preventative Maintenance: The contractor shall perform the manufacturer’s 24-month preventative maintenance process on two Aerco MLX-Ext-321 condensing boilers on an ANNUAL BASIS. The contractor shall procure and install the EXT-321 24-Month Fireside Inspection kit with flame detector, igniter, and burn gaskets. Maintenance requirements shall be completed according to the manufacturer’s guidance. The annual preventative maintenance actions are due in October; therefore, the preventative maintenance shall occur during the month of October annually.
- PERIOD OF PERFORMANCE
- Facility day time hours of operation are 7:00 AM – 5:00 PM, Monday through Friday (excluding Federal holidays). Work outside of these hours must be requested in writing to the Contracting Officers Representative (COR).
- PLACE OF PERFORMANCE
All work shall be performed at the Whiteriver Service Unit (WRSU) located at 200 West Hospital Drive, Whiteriver, Arizona 85941.
- CODES AND STANDARDS
- The Contractor is responsible for securing all required permits and for ensuring compliance with all federal, state, tribal, and local codes and design standards, latest editions.
- The Contractor shall adhere to the following code requirements for work performed, testing and inspections, including, but not limited to the Occupational Safety and Health Administration (OSHA) regulations.
