Specifications include, but are not limited to: 1. Operator shall file articles of incorporation (if necessary), establish a local MCE Board of Directors in cooperation with the City of Maricopa and draft bylaws in the Fall of 2012. 2. Operator shall begin providing a multi-class Small Business Training program in the Fall of 2012 via a "Virtual Incubator". 3. Operator shall develop marketing materials, logo, website and initiate marketing of MCE within 45 days of contract award. 4. Operator shall present a draft 1-3-5 year MCE Business Plan to the City for review, input and acceptance within 60 days of contract award. 5. Operator shall develop all incubator application forms and fee structure within 75 days of contract award. 6. Operator shall begin providing quarterly financial statements and performance metrics to the City of Maricopa within 15 days of the first 90 days following of contract award. 7. Operator in conjunction with the City of Maricopa shall begin lease negotiations for approximately 2,000 5,000 square feet of space for the physical MCE Incubator in February of 2013. 10 8. Operator shall begin providing a multi-class Small Business Training program in February of 2013 via a "Virtual Incubator". 9. Operator shall begin soliciting in-kind assistance and fundraising for MCE tenant improvements in February of 2013. 10. Operator shall begin MCE equipment purchases and tenant improvements in April of 2013. 11. Operator shall have the MCE open and be accepting participants into the MCE program in April/May of 2013. 12. Operator shall have the incubator fully operational and 60% occupied by program participants in June of 2013. 13. Operator shall continue offering twice a year Small Business Training program series', incubation services, incubator management and day-to-day operations of the facility. 14. Operator shall present program metrics annually to City Council including but not limited to number of new businesses established, job creation and total new payroll creation, facility occupancy, qualified applications received and recruited, number of companies launched and still in business, and capital raised
