The City of Phoenix, on behalf of Richman Helen Drake Village, LLC, is seeking a qualified contractor to provide construction services for the project listed below. Helen Drake Village is a new construction development that will provide 80 units of affordable multi-family housing for seniors (age 55+) on the vacant land west of the City's Helen Drake Senior Center. The approximately 2-acre site will be built in conformance with architect specifications and City of Phoenix–approved plans. The work includes construction of one three-story, elevator-served wood-frame residential building containing a mix of one- and two-bedroom units arranged around landscaped courtyards, together with approximately 80 surface parking spaces for residents and guests. The building is designed to maximize universal accessibility and support aging-in-place; units will be fully accessible and will include dwellings meeting HUD Section 504 accessibility and sensory-impairment standards. Affordability and rental assistance: All 80 apartments will be financed with Low-Income Housing Tax Credits (LIHTC). The project will also receive HOME Investment Partnership funding to assist with construction, and 40 of the units will participate in the HUD Section 8 Project-Based Voucher (PBV) Program, ensuring long-term affordability for extremely low- and very low-income senior households. On-site amenities: Planned amenities include a leasing/management office, community lobby, wellness studio, three resident lounges, common laundry rooms, mailroom, and outdoor courtyards that integrate with the adjacent senior-center campus. Off-site / frontage improvements: The contractor will provide street-front landscaping and new pedestrian connectivity along 27th Avenue, inclusive of upgraded crosswalks and walking loops that tie the housing to the existing senior-center pathways and neighborhood sidewalks.
