Multi-Year Funding Agreement (MYFA) o Support of HHS Director Remitera as the lead negotiator for SRPMIC and maintain project leadership role for ongoing negotiations with the IHS. Work directly with and coordinate with the IHS Agency Lead Negotiator as required. Facilitate, manage and document SRPMIC team meetings and negotiation sessions with IHS. o Funding agreement operational, administrative, and reconciliation support. Assistance with new fiscal year funding table negotiations with IHS. This includes providing guidance and support for the use of funds of all components of SRPMIC’s MYFA including the base funding agreement, buyback agreement, PRC, CSC, Section 105(l), and third party revenue. o Contract Support Costs (CSC) negotiation – Indirect (IDC), Direct (DCSC), Pre-Award, and Startup. o Preparation and participation in Technical Assistance Calls, Tribal Delegation Meetings, and other Indian Self-Determination and Education Assistance Act (ISDEAA) sanctioned meetings, conferences, and consultations. o Assistance with preparation of Final Offer Letters and Draft Final Offer Letters we have submitted to IHS. o Funding agreement language updates to add new or expanded services to our health care program (e.g. equine therapy, etc.) o Maintain well-developed, functional, and respectful working relationships with the Indian Health Service (Headquarters, Phoenix Area, Alaska Area, Phoenix Service Unit, Phoenix Indian Medical Center, etc.), Office of Tribal Self-Governance (OTSG), Office of Environmental Health and Engineering (OEHE), Division of Engineering, and other federal agencies. • Section 105(l) Program o New lease proposal development, use of funds, annual renewals, and documentation of the process. ▪ Preparation and submission of all 105(l) lease proposals, required funding agreement amendments for each, and negotiation with IHS on final lease amounts, approvals, and payments. • National Prescription Opiate Multi-District Litigation (MDL) o Provides settlement payments for FY 2023-2037 for lawsuit involving payments from WalMart, Walgreens, CVC, Johnson & Johnson, McKesson, Teva, etc. o Prep FY 2026 annual claim submissions with HHS CFO, including submission through custodial payments firm BrownGreer for annual claims, reporting, and any other related requirements. o Work with HHS CFO on processing and submission of new settlement claims identified in mid2025. Includes coordination with SRPMIC OGC and external counsel. o Work with HHS CFO on use of funds, preparation of annual claims, and required reporting. Coordination of annual decisions on use of the funds with HHS CFO, HHS Public Health Authority, and HHS Behavioral Health Services. Assist with outflow of use of funds guidance to other SRPMIC departments.
