Specifications include, but are not limited to: 1. Work Schedule A. Work Scheduling: The City estimates painting 1,100 fire hydrants (and Bollards), on an as-needed basis during each contract term period. B. Work Assignment Process: Work requests will be assigned by the Contract Administrator (or designee). C. Initial Meet & Greet: An initial meet and greet meeting will be scheduled. At this meeting, the contractor will be provided with quarter section map(s). The Contractor and the Contract Administrator, or designee, will develop a work schedule. The work schedule shall include quantities and completion milestones. D. Work Schedule/Completion: The time frame for work requests could be scheduled evenly throughout the contract term or broken up quarterly and completed by the end of the term. The work will be completed as indicated on the negotiated work schedule. E. Work Inspection: Will work be inspected by the Contract Administrator, or designee, before invoices will be paid. F. Communications: Throughout the term of the contract, all communications shall be via e-mail, telephone, and/or personal meetings as scheduled by the Contract Administrator, or designee. 2. Surface Preparation A. Each hydrant shall be hand washed or water blasted with a high-pressure washer. B. A biodegradable cleaning solution shall be used to remove oil and grease. C. Contractor shall provide all water for cleaning. The discharge of water and pollutants from hydrant cleaning must be collected and disposed of, in accordance with the Federal Water Pollution Control Act. No water shall be discharged into the storm drain. D. Contractor shall also scrape the surface with a wire brush to remove all loose, flaking paint and other foreign substances. 3. Painting A. Bidders shall submit sample color pallets showing full range of standard traffic yellow colors with the bid. Color to be selected by Contract Administrator, prior to ordering services. B. Fire hydrant painting shall be accomplished with one top coat. A primer coat is not required. C. A single coat coverage of 5.0 dry mils thickness shall be achieved by spray application only. Brush and roller method are not acceptable means of application. D. A brush may be used for touch-up only. E. As needed, Contractor shall be required to paint existing Bollards (5’). Bollards are located around some fire hydrants. Bollards shall be painted using the same products and following the same procedures as required for the painting of fire hydrants. F. Contractor shall protect all surrounding structures and property from damage using drop cloths, shields, and other protective equipment as required by job conditions.
