Specifications include, but are not limited to: Public Works Department is seeking a qualified vendor(s) to provide a comprehensive evaluation of the COP solid waste program and propose alternative recommendations relative to the following tasks: Task 1 Program Design The program must have a net positive environmental and economical impact for all commodities and services measured against a baseline environmental and economic impact of landfilling. The Citys goal is to divert 40% or more of waste material from our current landfill usage. The current residential diversion rate is 18.9% for fiscal year 2011/2012. Diversion material should go to their highest and best use. Convenience of our solid waste customers needs to be taken into account when developing a diversion program, while minimizing program costs. The City requires an understanding of what efforts are and are not working in converting our solid waste customers to voluntarily participate in the Citys diversion programs.
