Specifications include, but are not limited to: The Maricopa County Human Services Department, Housing and Community Development Division (MCHSD) is seeking quotes from interested and qualified individual consultants, organizations, and/or consulting firms, hereinafter referred to as “Consultant,” with expertise and understanding of the U.S. Department of Housing and Urban Development’s (HUD) formula block grant programs and reporting. Consultants must have experience, capability, and capacity to develop a Five-Year Consolidated Plan (Con Plan) and the One-Year Annual Action Plan (AAP) for Maricopa County. The Consultant must have demonstrated capacity to engage the public and to develop a data-driven and community informed Community Needs Assessment, Housing Market Analysis, and Citizen Participation Plan. The Con Plan will cover July 1, 2025, through June 30, 2030; the AAP will cover July 1, 2025, through June 30, 2026.
