Specifications include, but are not limited to: TASK 1: Project Start-Up The Consultant will: 1. Conduct preliminary tasks that include, but are not limited to: a. Review of current Town of Queen Creek General Plan and all other background materials, as well as review the Town’s history, demographics, and existing conditions; b. Identify all updates and/or revisions to current Town of Queen Creek General Plan necessary for compliance with applicable State requirements; c. Gather all current demographic and population data for the Town and region. d. Conduct a kickoff meeting with Town staff to discuss project topics such as project goals, opportunities, constraints, information needs, roles and responsibilities, expectations, and logistical matters; and e. Gather base GIS data, maps and other technical information needed. 2. Prepare a Public Participation Plan, in partnership with the Town’s Communications and Marketing Division, to be reviewed by staff and present to Town Council for adoption. The Public Participation Plan is expected to include a variety of strategies and innovative methods to encourage public participation including but not limited to visioning workshops, general plan topic/element workshops, stakeholder meetings, educational presentations to inform the community and decision makers on latest trends and topics related to land use, transportation, economic forecasting, and other applicable topics. The Consultant is expected to attend civic organization meetings, conduct surveys, attend regular Citizen Advisory Committee meetings, attend applicable public hearings with the Planning and Zoning Commission and Town Council, as well as employ the use of a website and social media. The Public Participation Plan must include a general timeline for the implementation and other tasks identified in this scope of work, meetings with Town staff, meeting schedule for Planning Commission and Citizen Advisory Committee Meetings, and shall meet the requirements as set forth in ARS § 9-461.06. The Consultant shall be responsible for printing and compiling any digital and hard copy documents for use on the website, social media, and for meetings with Town staff, the Citizen Advisory Committee, Boards and Commissions, and Town Council. 3. Conduct a kick-off meeting with the Planning Commission who will be responsible for regularly reviewing the progress of the project and providing input to the Consultant and staff in a public setting. The frequency of the Planning Commission meetings will be determined during the preparation of the Public Participation Plan and may also meet as needed. TASK 2: Visioning and Gathering Input The Consultant will: 1. Conduct visioning work sessions with the Planning & Zoning Commission and Town Council in an effort to receive input specific to identifying project expectations, goals, input and expectations of the process and to inform them of the milestones and time frames of the General Plan update process; 2. Develop a vision statement with input from the visioning work session, Town staff, the Citizen Advisory Committee, as well as input received from the public that articulates the community’s current impressions, interests, and goals; 3. Employ the use of electronic media to notify the public of upcoming events, solicit public input through online surveys, social media and other electronic communication opportunities. Given the importance of and public expectation for electronic communication, the Town’s social media, and website should be supplemented by other electronic tools such as an interactive map, online survey, and blog to be provided by the Consultant
