Specifications include, but are not limited to: 3.1 Goals and Objectives i. Bring affordable high speed or improved internet to all of Coconino County. ii. Interconnect Coconino County facilities and infrastructure. iii. Connect community anchor institutions and infrastructure, including but not limited to education facilities and fire stations. 3.2 Project Requirements i. Installation of fiber optic cabling for Broadband Serviceable Locations across Coconino County. ii. Offering fiber-to-the-premises (“FTTP”) for all project locations where feasible. If FTTP is not feasible other technologies may be considered in alignment with the state BEAD program requirements. iii. Per Arizona Commerce Authority’s BEAD Volume Initial Proposal Volume 2, priority broadband projects are defined as those offering 1 Gbps/1 Gbps and must be scalable to multi-gigabit services in the future. All other last mile deployment projects must provide a minimum speed of 100/20 Mbps and are not considered priority projects. All served locations must have a latency of less than 100 milliseconds. iv. The ISP must be willing and capable of offering service to every home, business, and CAI in the county, meeting or exceeding state BEAD program requirements.
