COMBINED SYNOPSIS/
SOLICIATION: CAC Proximity Readers
i. This is a combined synopsis/solicitation for commercial items prepared in accordance
with the format in FAR Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only solicitation; quotes are
being requested and a written solicitation will not be issued.
ii. Solicitation FA4877-21-Q-A318 is issued as a Request for Quotation (RFQ).
iii. This solicitation document incorporates provisions and clauses of those in effect through
Federal Acquisition Circular 2021-06 effective 12 July 2021, DFARS Change 7/9/2021,
and Air Force Acquisition Circular 2021-0726 effective 26 Jul 2021.
iv. This is a total small business set-aside. The associated North American Industrial
Classification System (NAICS) code for this procurement is 561621 with a small
business size standard of $22M average annual revenue.
v. Davis-Monthan Air Force Base intends to award a firm-fixed price contract for the
following:
a. 0001 - CAC Access Control Systems (and accessories) QTY: 8 EA

vi. Delivery shall be FOB Destination. Contractor shall include delivery schedule
information with their quote.
vii. The government will place an order with the offeror whose quote meets lowest price and
technical acceptability. Technical acceptability is defined and referred to within this
solicitation document as the offeror’s proposed plan for meeting the standards set forth in
the Performance Works Statement. Incomplete quotes will not be considered.
viii. Important Dates/Times (All Times are Arizona Local Time)

be considered after the questions due date.)
b. Answers will be provided by 9 August 2021, 2:00 pm.
c. All quotes shall be submitted by 17 August 2021, 2:00 pm.
ix. It is the responsibility of the offeror to review the posting for any changes or amendments
that may occur concerning this RFQ. It is the responsibility of the offeror to ensure all
quotations are submitted in a timely manner by specified due date.
