Specifications include, but are not limited to: • Prepare and/or review environmental documents pertaining to compliance with the CWA, CAA, HMMPs, ESA, NEPA, HCPs, SHPO, NHPA. • Prepare USACE 404 and 401 permit applications. • Delineate jurisdictional waters of the United States per USACE and EPA guidance. • Prepare biological assessments or evaluations (i.e., BR, BE, BE&A). • Prepare environmental assessments (EAs) to include biological, social, cultural, and economic effects, etc. of a proposed project. • Inventory native plants and prepare Native Plant Preservation Plans and Landscape Mitigation Plans based on either NPPO, RDM ESR, or ASLD requirements. • Prepare Environmental Assessment and Mitigation Reports (EAMRs). • Prepare Habitat Mitigation and Monitoring Plans, or similar performance compliance monitoring and adaptive management plan documents, in according to relevant federal, state or local protocols. • Conduct habitat assessments and/or field surveys for threatened and endangered species, or other species of interest to Pima County, according to USACE, USFWS, EPA, NPS, BLM, BOR, USFS, AZGFD or other relevant protocols. • Provide species exclusions, salvage, or relocations (e.g. reptiles, bats, aquatic species) with survey reporting in accordance with relevant MBTA, AZGFD, and other federal, state or local standards. • Provide inventory, risk assessment, eradication plans, oversight, and reports on non-native plant and animal species (e.g. feral pigs, aquatic species, buffelgrass). • Conduct nonnative species control actions for aquatic invasive animals (e.g. fish, crayfish, bullfrog), including potential treatment using rotenone in accordance with AZGFD and other relevant federal, state, or local standards. • Develop, implement, and test long-term field and/or remote monitoring protocols for species, habitats, or project performance inventory and reporting. • Perform noise, or other habitat risk, assessment and reporting on wildlife impacts and adaptive management guidance.
