Specifications include, but are not limited to: To provide billing and collection of sewer user accounts. Contractor will provide monthly wastewater utility billing service to approximately 33,000 accounts generating sewer user fee revenues of approximately $15,000,000.00 per year. Billing software used to manage accounts must include the following features and attributes: 2.1. Bill sewer user accounts monthly, in accordance with Pima County Code Chapter 13.24 Sanitary Sewer User Fees and the policies authorized by the County (billing method to include both Winter Quarter Average (WQA) and Actual Monthly Usage). 2.2. Ability to process customer turn on/turn off information on accounts. 2.3. Ability to set up new address/accounts on system. 2.4. Ability to convert and update WQA each fiscal year (direct download and upload of data to Pima County) 2.5. Ability to make adjustments/appeals and refunds. 2.6. Ability to set accounts in “vacant” mode. 2.7. Ability to prorate charges for accounts turning on/off in the middle of bill cycle. 2.8. Multi-layer billing structure to accommodate all sewer user billing class codes and low-income discount subsidy codes. 2.9. Clearing accounts from daily exception reports. 2.10.License or access to software to include Pima County Finance Department customer service and administrative staff. Customer service staff requires read/write/download and upload data generation access for up to 12 people. Administrative staff requires read only access for up to 10 people.
