Specifications include, but are not limited to: 3.1. The services are to provide twenty-four (24) hour care, treatment and supervision to juveniles who are delinquent in the custody of the ADJC. Service types include but are not limited to working with: • Juvenile males; • Juvenile females; • Sex offenders; • Substance abusers; • Juveniles with medical needs; • Juveniles with mental health needs; 3.2. Services may be provided on-site or through collaboration with other agencies. ; 3.3. Services shall be consistent with the “12 Guiding Principles in the Children’s System of Care” in Exhibit A.; 3.4. Services shall be provided from a Trauma Informed Care framework and shall include Trauma Specific/Evidence Based Interventions as defined and outlined by the U.S. Department of Health and Human Services (HHS), Children’s Bureau. The Department of Health and Human Services’, Administration for Children and Families (ACF), the Centers for Medicare & Medicaid Services (CMS) and the Substance Abuse and Mental Health Services Administration (SAMHSA) provide guidance and encourage the integrated use of trauma informed care; The contractor shall: 5.1. Provide all services in a culturally relevant, linguistically appropriate and gender responsive manner; 5.2. Incorporate the cultural and gender identities of juveniles into the daily service environment on an individual, small group and program wide basis; 5.3. Require cross-cultural communication support, if indicated, in the provision of all services. 5.4. Provide access to these services available at the point of entry into the program and continue throughout the course of services; 5.5. Demonstrate that all pertinent written and oral materials for the juvenile and family are interpreted from the appropriate cultural perspective and are provided in the language of the population being served; 5.6. Address cultural factors in the provision of all program components, confirm procedures and forms are linguistically and culturally appropriate and involve culturally competent staff in all levels of service delivery, beginning with the assessment/intake process; 5.7. Include the LGBTQI community as part of the cross-cultural communication support of all services; 5.8. Respect the spiritual and religious preference(s) of the juvenile. If requested, assist the juvenile with locating a spiritual or religious place of worship of their choosing and provide for transportation to and from the place of worship for scheduled religious services and/or religious instructions and counseling as may be reasonably requested; 5.9. Instruct and encourage the juvenile on constructive and positive ways to express and appreciate their own identity and individuality within the group; and 5.10. Allow, instruct and encourage juveniles to identify and participate in activities that extend beyond their own immediate personal experiences. Include recreational, social, and cultural activities.
